Governments exist because people need an institution to organize society.  You learned this all the way back in unit one when you watched the young boys attempt to organize themselves after being stranded on an island in The Lord of the Flies.  In a democracy, governments are expected to organize society according to the wishes of the people. 

The notion that democratic governments are made of the people, by the people, and for the people has become an important value associated with liberalism and democracy.  The big question is how do governments know what the will of the people is???
