In, 1995, the federal government officially recognized Aboriginal people’s inherent right to self-government.  In other words, the government acknowledged that Aboriginal peoples have been denied a birth-right: the ability to govern their own lives.  Acknowledging this fact has proven easier than putting it in practice.  Although several Aboriginal groups now have self-government agreements, most are in negotiations.
