Governments and citizens sometimes have different views on how ideologies should influence decisions and on what the rights, roles, and responsibilities of citizenship are in times of conflict and peace. For example, during the Iraq War anti-war movements,
some citizens will show their rights and roles as citizens in support or against government policy. Likewise, pro-democracy grassroots movements have grown up through digital response to issues such as the Orange Revolution in Ukraine.
