Lesson 22Activity 3:
The Importance of Independence

Warm Up

Do you think it is important to be independent? Do you consider yourself to be an independent person? In this activity, you will learn that the ultimate goal of any foreign aid policy is to bring a country to a point where it can function independently.

Canada wants to help developing countries reach the point where they can be independent and care for themselves. To set this path, foreign aid focuses on certain areas. Aid that is delivered usually has a sequence, but it is not necessary to achieve one step before moving to the next one.

Basic needs that are life saving are the first to be addressed. Establishing businesses and a strong economy are the last to be introduced. Between these two areas are education and infrastructure. Human rights are always present. At first, the focus is on the right to life, but later, the focus moves to areas concerning aspects such as freedom of speech.

The following gives an overview of the process and steps by which a country can move toward a better way of life for its citizens.

Food and Water

The immediate aid that is needed is a supply of food and clean water. These are basic to survival. People will not care about anything else until these needs are met. In many cases, it is not a matter of getting enough food but having no food at all. Drinking water that is not clean can spread disease.

Health Care

One of the first actions in this area is a vaccination program. In addition to the usual childhood diseases that Canadian children are vaccinated against, children in these nations are exposed to many tropical diseases and ones that result from water contamination and poor sanitary conditions. Small wounds can become fatal infections if left untreated.

Education

The citizens of any country must have basic education to run their country effectively. Citizens who cannot read or write are powerless to do anything to bring about change in their countries. A corrupt government can keep power easily over an illiterate population. If eyes are not opened to a world outside their own villages, these people cannot realize that not all people live as they do.

Infrastructure

After basic needs have been met, one of the next steps is to develop a county's infrastructure to bring improvement to the people's living standards. Water and sewage systems, roads, buildings, airports, electrical systems, and communication systems must be built and maintained so that a country can operate safely and effectively.

Human Rights

The first right that people have is the right to life. Besides the obvious need for food and water, people in many poor nations live in fear for their lives. A corrupt government may turn one group of citizens against another to keep themselves in power. Those who oppose are often tortured or even executed as a lesson to others not to speak or act against the government. People who live in such nations cannot feel safe.

Business and Industry

If a nation is to move from poverty to a developed status, it must construct businesses and industry. This provides jobs for its citizens and money for the country so that it can then assume responsibility for itself. Unfortunately, this step can have a negative impact on the culture of the people. Another issue here is to try to protect the developing nations from being exploited by the multinational corporations.

To say that this path is challenging is an understatement, but it is one that must be taken. Why? Technology has linked people all over the world so that the global village idea is a reality. Humanitarianism means that decent people cannot ignore the difficulties of millions of people whose suffering is real. During this century, awareness has grown so that at least some of the world's problems require a level of international cooperation that has not been needed previously. World peace is an ultimate goal for many, and given the present situation in the world, it is to everyone's benefit to raise the standard of living of the poorest nations to try to avoid potential conflicts. The situation in our poor nations is very complex and the solutions even more so. Change will be challenging and very slow, but it must begin with even the smallest steps.
