Chapter Two: Citizenship in the Global Village

To what extent should we embrace globalization?

Introduction: Role of a Citizen in a Globalizing World

How should I respond to globalization?

Perspectives on Globalization

In the past, people thought of themselves as members of families, communities, and nations. Today, we realize we are part of a global family and our actions have an impact on the entire world. There are many ways to demonstrate responsible global citizenship.

"Canada regards herself as responsible to all mankind for the peculiar ecological balance that now exists so precariously in the water, ice and land areas of the Arctic archipelago. We do not doubt for a moment that the rest of the world would find us at fault, and hold us liable, should we fail to ensure adequate protection of that environment from pollution or artificial deterioration."

Around the world, many perspectives are evident about the role of citizens in society. In a society that believes in decision making by consensus, each citizen has a vital role in being informed, sharing views, and ensuring that decisions reflect the interests of the whole group. In a nation where the dominant perspective is male, women have a limited role in government decision making, although they may still play vital roles in the home to make sure the society functions. In a totalitarian state, citizens may be forbidden from any public display of dissent. They may be forbidden from assembling, protesting, or printing opinions that criticize the government. Their role as citizens is very different from that of a citizen in a free country, but they still have roles in working towards a better future.

About the Issue question.

What does it mean to be a citizen? In a democratic society, being a citizen brings certain rights and responsibilities. But what does it mean to be a global citizen?
  • What rights do people have in a global world?

  • What responsibilities do individuals, governments, organizations, and businesses have to address the opportunities and challenges of globalization?

  • Does being a citizen mean the same thing to all people, or are there different perspectives?
