However, not just anyone can immigrate to Canada. The Canadian government has established the Immigration and Refugee Protection Act, which outlines the criteria used to determine who may be accepted as an immigrant to Canada. The government has also established policies for evaluating potential immigrants and for controlling the number of immigrants who are accepted into Canada each year.

Canada has always accepted immigrants from other nations. It is an important part of building our multicultural nation. However, immigration policy stating who is allowed to come into Canada has changed many times since Confederation.
Immediately following Confederation, the Canadian government based its immigration policy on the needs of the economy. Basically, the government wanted to build a strong nation by inviting immigrants from Europe to Canada.
Canada's immigration policy has undergone many changes since Confederation. During the early years of immigration to Canada, the policy was based on where each immigrant came from and what each individual could do to help settle Canada.
Canada's immigration policy favoured British immigrants particularly and immigrants from some parts of Europe wanting to come to Canada over immigrants from other parts of the world. This caused people today to consider portions of Canada's immigration policy racist. Canada addressed this concern in April 1978 with the new Immigration Act. Today, much of the immigration policy is based on objective attributes such as age, health, and education.
