The government wanted to build a strong economy to generate jobs for Canadians.
This strong economy would include farming and resource development in the West and manufacturing in the East.
However, eastern manufacturers could not compete with lower-cost American products.

Read pages 212 to 213 of the textbook, which explain how the government decided to solve this problem.

Give particular attention to the term protective tariff. The tariffs were a tax on incoming goods that made goods manufactured in eastern Canada more competitive.

Look carefully at the chart on page 212 for a better understanding of how tariffs work.
