How did the Canadian government encourage immigrants to come to Canada from Europe?

 

Prior to the 1890s, most new immigrants to North America went to the United States.

However, beginning in the 1890s, many groups of immigrants came to Western Canada, adding to the character of the country.

These various groups who immigrated to Canada helped shape the multicultural culture of Canada.
