Not everyone in Japan was impressed with the changes Japan was making.
Many thought the changes went too far and that Japan was losing its
identity.
A backlash against westernization began.
Japan had started entertaining westerners in a European-style building built by the government called the Deer Cry Pavilion. This building became a symbol of the backlash occurring in Japan.
