Inquiry
Now that you have considered the issue, you will determine your position on what should be done.
Consider these questions as you complete your inquiry:
- Do the caribou have to be protected?
- Should the wolves be killed?
- How long did this debate go on?
- Is it still going on?
- Look again at the dates on the newspaper articles, websites, and timeline. Why is solving this problem taking so long?
- In what ways is democracy evident in this process?

Read page 209. It will remind you of the responsibilities of citizens in a democracy and introduce you to the issue.
- Read the chart at the top of page 210. Note the steps taken, and the years they happened.
- Read the newspaper articles on pages 210 and 211. Be sure to note the dates on each article.
