In districts of total collectivization, the confiscated property of Kulak households, with the exception of that part which goes to pay back debts owed by Kulaks to the state and cooperative bodies, must be given to the funds of the collective farms as dues of poor peasants and hired farm-laborers who are joining the collective farm.
