Fishing for goldfish is a common summer activity at festivals. People (mostly children) are given a very thin "fishing net" and a bowl. If you can catch a fish and scoop it up into your bowl without the "net" (made from thin paper) breaking, you get to keep it.
This game is one of the reasons that goldfish in plastic bags is one of the famous symbols of summer in Japan.
