Instructions
Choose one of the following situations on which to construct a proposal with three possible solutions. Identify why you chose these solutions.
- A problem occurs on the school playground when one student calls another student's hat "ugly". The student who made the comment is later arrested because someone nearby was offended. Has this student's freedom of expression been unjustifiably limited?
- A toy company wants to air television advertisements aimed at children. The province does not allow commercial advertising aimed at children under 13. Does this law unjustifiably limit freedom of expression?
- The Gazette, the school-sponsored newspaper of Campbell Elementary, is written and edited by students. The school principal has found two of the articles in the issue to be inappropriate, and ordered that the pages on which the articles appeared be withheld from publication. Has the principal unjustifiably limited freedom of expression?

- In preparing your proposal, you must consider the following:
- the rights and freedoms given to all people by the Charter
- differing opinions on the issue of Freedom of Expression
- the proposal should be fair
- Write your proposal for dealing with toy advertisements, a school newspaper, or playground problems.
- Solutions can involve multiple suggestions: rules; ways of dealing with advertising, school newspapers, or teasing; ideas for consequences, systems for mediation between those involved, and so on. What solutions can you provide that are fair for everyone?
Your proposal should be understood by everyone.
